Stewart Resident Delvin Bethke Alleges City Officials Double Cross Him Again

Stewart resident Delvin Bethke alleges further wrongdoing by Stewart city officials. Apparently a regular curb was installed, when Mr. Bethke had complied with city procedures to have a drive over curb installed.  Bethke also alleges the city damaged his property.

Bethke had requested a drive over curb.  The mayor had asked Bethke to put his request in writing, which he did.  Apparently requesting a drive over curb raised a great hubub in the city as to how much it would cost.   City clerk Ronda Huls stipulated that Bethke was to sign and have notarized a form she had drawn up to have drive over curb.  Bethke complied with the city clerk's instructions.
However, a drive over curb was not installed.  Says Bethke, "I got swindled again by the city of Stewart on the 2018 road project.  I've been trying very hard to work with this city.  [M]y bank said it was illegal for Rhonda the city clerk to notarize it and draw up the paperwork."

As of this writing city officials have been contacted for comment, but none have yet provided a response.

Bethke says that the city did not install a drive over curb, as he had requested per stipulation of city official Ronda Huls.  Bethke also says the city damaged his property, cutting off his sump pump drain and burying it.

October 19, 2018, Bethke requested in writing a drive over curb, "I went to the council meeting many times and the mayor just ... asked for a written request, so I did."

Bethke says, "The city denied my request and there was a big argument what it would cost me extra."  Finally, "The city sent me out a special form I had to fill out and get notarized before they would grant me the drive over curb.... I've been trying very hard to work with this city. I got it notarized ... at my bank, but my bank said it was illegal for Rhonda the city clerk to notarize it and draw up the paperwork."

Letter from the city acknowledging a drive over curb was requested, and marking the cost.

Form drawn up by city clerk Ronda Huls for Mr. Bethke to have signed regarding his request for a drive over curb.

Written instructions from Ronda Huls that the form she drew up was to be notarized.
