Does the Stewart City Clerk Ronda Huls Wield Improper Influence?

CITY CLERK RONDA HULS' DEFENSIVE RESPONSES

The Central Minnesota News Network called Ronda Huls, who is listed as the "City Clerk / Treasurer" on the city of Stewart website.  After identification as the Central Minnesota News Network, Ronda was asked a few questions.  Her demeanor was defensive, and her first response was a defensive question, "What is this regarding?"

When asked for clarification regarding the city zoning and ordinances, she suggested visiting the city website, and refused to provide any clarification. She said the ordinances were listed in PDF documents and could be searched by word.  We found 8 documents, ranging from about 10 pages to 70 pages.

Finally she responded:  "You would think that if were that many problems with city of Stewart someone would have come to the city council and told them. You can't expect the council to fix anything if they don't know about it."

Soon Huls ended the phone call. "I"m going to end this conversation", citing the fact that she was just an employee.




DOES CITY CLERK RONDA HULS WIELD IMPROPER INFLUENCE OVER STEWART?

Stewart resident Delvin Bethke says, "Ronda controls the city. Whatever she says, that's what people have to do."

That may be true. Here is the city's extensive "Address Placement" ordinance, which shows that the City Clerk-Treasurer has the ability to set in motion criminal charges upon Stewart's residents -- over an address sign.   Furthermore, Stewart's address sign ordinance that the City Clerk-Treasurer makes a determination as to whether the address sign is posted according to city regulations.  Criminal charges over an address sign, which can be set in motion by an unelected employee with an ax to grind,  sounds like a violation of civil liberties.

By comparison, here is the city of St. Paul's address numbers requirement for rental properties -- very brief and there is no threat of criminal charges.



And in fact, the City Clerk-Treasurer Ronda Huls has set in motion criminal charges. Here is Delvin Bethke being charged criminally for address sign placement.  He was also criminally charged for things such as the weeds.  No big city prosecutes people for address signs or weeds.  There is a great deal of evidence that this is persecution of a resident who may be exposing corruption in the small town of Stewart, Minnesota.




IS RONDA HULS INVOLVED WITH ALLEGED CORRUPTION IN THE CITY OF STEWART?

Rhonda Huls had said,  "You would think that if were that many problems with city of Stewart someone would have come to the city council and told them. You can't expect the council to fix anything if they don't know about it."

However resident Delvin Bethke said,  "Once I went to a meeting, and Kevin Klucas said, 'What are you doing here?  You can't be here.'  They threw me out. I had been to meetings before and questioned what was going on.  I write letters to them and they don't answer me."

In a phone conversation November 5, 2018, Kevin Klucas denied that he said that:   "I would never say that.  There's never a meeting that's not open to the public."

Delvin Bethke said he has seen Kevin give orders to Ronda to turn off the recording device, and Ronda would do it.

Kevin Klucas also denied the recording device had been turned off:  "It has never been turned off.  We record all our meetings. The only time it gets turned off is when the meeting is over."
